Factsheet: Contaminated land - what is a Phase 1?

Phase 1 - site visit

A Phase 1 is called a preliminary risk assessment and this involves researching the  site’s history, setting and potential to be affected by contamination. It is the first tier of risk assessment that develops the initial conceptual site model to establish whether there are any potentially unacceptable risks.

This is arguably the most important stage, as it determines whether any further action is needed and if so helps informs the next stages of the assessment.

A Phase 1 may be required by the local authority as part of the planning regime, or recommended by the initial search. The report should include:

  • Review of historical mapping and site uses;
  • Site visit with inspection;
  • Develop and initial conceptual site model;
  • Identify Source-Pathway-Receptor;
  • Assess risk and identify possible risks to development. 

At the end you need to establish if there is a potential pollutant linkage. If no - the site is suitable for use. If yes, move to a Phase 2.
