Recent industrial land uses

This is a point based dataset extracted from Ordnance Survey's Points of Interest dataset and includes features associated with or classified as potentially contaminative industrial sites. The full dataset comprises public and privately-owned businesses, education and leisure services across England, Scotland and Wales, and is derived from 140 suppliers (~80% of records are from the OS or 118 Information).

Control of Major Accident Hazards (COMAH)

This is a polygon based dataset of Control of Major Accident Hazards (COMAH) sites provided by the Health and Safety Executive (HSE). The COMAH Regulations 1999  implements the requirements of the COMAH Directive (1996) and are also cross-referenced in the Planning (Hazardous Substances) Regulations 2015. This data includes upper and lower tier sites, and includes a historical archive of COMAH sites and Notification of Installations Handling Hazardous Substances (NIHHS) records.

Hazardous substance storage/usage

This is a point based dataset of Part A(1) Authorisations and Integrated Pollution Control (IPC) records across Scotland regulated by the Scottish Environment Protection Agency, as required under the Integrated Pollution Prevention and Control (IPPC) Directive, for the release of substances to the environment. Installations with a Part A(1) Authorisation generally have significant releases to air, land or water or carry out certain larger scale waste management activities. Installations under the IPC regime have been superseded.

Radioactive Substance Authorisations

Layer name: Current_and_Recent_Industrial-Radioactive_Substance_Authorisations_EA_NRW

This is a point based dataset that includes a record of licences granted under the Radioactive Substances Act 1993 for the storage, use, accumulation and disposal of radioactive substances across England and Wales (regulated by the Environment Agency and Natural Resources Wales respectively). This dataset only includes licences that have been rated category RAS3 (Registered sites that are authorised to accumulate and dispose of radioactive materials. Only non-nuclear operations are carried out on site e.g. hospitals) or RAS4 (Registered sites that keep and use radioactive material e.g. mobile laboratories and plants. Only non-nuclear operations are carried out on site).

Licensed Discharges to controlled waters

Layer name: Current_and_Recent_Industrial-Licensed_Discharges_to_Controlled_Waters_EA_NRW

This is a point based dataset of Environment Agency and Natural Resources Wales records for discharges of treated or untreated effluent to controlled waters under the Water Resources Act 1991 within England and Wales. An environmental permit is required for the discharge of liquid effluent or waste water (poisonous, noxious or polluting matter, waste matter, or trade or sewage effluent); Into surface waters, for example, rivers, streams, estuaries, lakes, canals or coastal waters (known as water discharge activities); or onto or into the ground, for example, land spreading waste sheep dip, or discharging treated sewage effluent to ground via an infiltration system (known as groundwater activities).

Pollutant release to surface waters (Red List)

Layer name: 

This is a point based dataset of Environment Agency and Natural Resources Wales records of discharges of ‘’Red List’’ toxic substances to a water course that need a licence consent as required under the Environmental Protection (Prescribed Processes and Substances) Regulations 1991. The term Red List refers to 23 of the most dangerous substances. Pollutants that are covered by these licences can have detrimental environmental effects if regulations are not adhered to. This data is presented as a historical archive and does not necessarily represent any current processes being carried out.

Pollutant release to public sewer

Layer name: Current_and_Recent_Industrial-Pollutant_Release_to_Public_Sewer_EA_NRW

This is a point based dataset of trade effluent discharges to the public sewer and contain particular substances, or derive from specific processes. They include Red List substances, effluents from the production of chlorinated organic chemicals, effluents from paper board and pulp processes into public sewers. The Referrals of Red List Discharges to Sewers (Corporate Entities) dataset holds the details of all organisations, who have made an application to a sewerage undertaker for permission to release a Red List Substance into a public sewer under section 120 of the Water Industry Act 1991. The term Red List refers to 23 of the most dangerous substances which were listed under the Environmental Protection (Prescribed Processes and Substances) Regulations 1991. These substances were selected for priority control under the Integrated Pollution Control legislation (IPC) – subsequently superseded by the Pollution Prevention and Control (PPC) and then the Environmental Permitting Regulations (EPR). The Water Industry Act 1991 directs sewerage undertakers who have received a notice containing an application for consent to discharge special category trade effluent from a trade premises into a public sewer, to refer to the Environment Agency the questions: Whether the discharges to which the notice relates should be prohibited; and Whether, if they are not prohibited, any requirements should be imposed as to the conditions on which they are made.

List 1 Dangerous Substances

This is a point based dataset for the discharges of substances across England and Wales identified on List I of European Directive E 2006/11/EC (containing 20 substances), and regulated under the Environmental Damage (Prevention and Remediation) Regulations 2015. Records include details of the establishment holding the substance being discharged, if the discharge is active, the substances being discharged and the receiving water. Records can be located at the discharge point into a watercourse and can therefore be located a distance from the facility holding the substance (it is common for multiple records from different facilities to be located at treatment works as this will be the point of discharge into a watercourse).

Pollution Incidents (EA / NRW)

Layer name: Current_and_Recent_Industrial-Pollution_Incidents_EA_NRW

This is a point based dataset of substantiated pollution incidents that have been completed or closed since 2001 across England and Wales. Since 2006 this data has only included category 1 (major) and 2 (significant) pollution incidents. A pollution incident is defined as 'A specific event, which is being brought to the attention of the Environment Agency/Natural Resources Wales, and is within the Agency's areas of responsibility and which may have an environmental and/or operational impact.' They are recorded as either a breach of a permit, licence or consent or an incident at an unregulated site. Each incident has a discrete impact rating for air, water and land. 

The impact ratings can be one of four categories and are defined as follows: 

  • Category 1 (major) - Persistent effect on water quality, closure of abstraction point, extensive fish mortality, excessive breaches of consent conditions, significant effect on amenity value or conservation
  • Category 2 (significant) - Potential or actual effect on water quality, notification to water abstractors, significant fish mortality, water unfit for stock watering, bed of watercourse contaminated, reduction in amenity value
  • Category 3 (minor) - Low fish mortality, bed of watercourse only locally contaminated around point of discharge, minimal impact and amenity only marginally affected
  •  Category 4 (unsubstantiated) - Reported incident, upon investigation no evidence can be found of the incident having occurred. Records include details of the incident location, the date of the incident, the impact to land, air and water, and details of the pollutant if available.

Current and Recent Tanks

This is a polygon based dataset extracted from Ordnance Survey's National Geographic Database. It includes both recent and current features classified as tanks. Groundsure collates and retains features previously but no longer current in the NGD database within this dataset.
